There are no recommendations for use of fish meal in the garden, but ancient cultures have been burying fish in gardens forever because it works. Like all marine products, the unique nutrient profile certainly has something to do with it.
Some care should be taken with fish meal because too much of any high nitrogen source can "burn" the crop it's intended to help. Fish meal can draw "varmints" (cats, coons and opossums) so care should be taken to work it well into soil.
